Müslüman Türk kültürünün temellerinin atıldığı, Türk yükselişinin uğurlu zaferlerle dolu bir yükseliş devrinde, büyük sözlüğümüz Divanu Lugati't-Türk'le çağdaş ve onun gibi abidevi bir eser olarak milli kültür ve irfanımızın burçlarından birini oluşturan eserin amacı, ideal bir toplum ve bu toplumun yönetimi nasıl olmalıdır? sorusunun cevabında yatar.
